failed socket call (bind), result (98): Address already in use

Hello:

I have a SP 3.0.4 on RHEL7 and am attempting to install EDS  - https://wiki.shibboleth.net/confluence/display/EDS10/3.+Configuration

Getting the following message:

2020-01-10 14:42:53 INFO Shibboleth.Listener : listener service starting
2020-01-10 14:42:53 ERROR Shibboleth.Listener : failed socket call (bind), result (98): Address already in use
2020-01-10 14:42:53 CRIT Shibboleth.Listener : failed to bind to socket.

For the life of me I can't determine where the address  is used elsewhere. SELinux has been disabled.

lsof lists the following.

[root]#  sudo lsof -i -P -n|grep LISTEN

Would anyone have debugging tips to poke in any direction?

The SP uses domain sockets. The old socket file in var/run/shibboleth is probably stuck or something if shibd isn't running but claims the socket is open.
