Do you mean the IdP and SP are actually going to be on the wireless
LAN, or do you mean the web browsers and users will be on the wireless
LAN? Users on wireless are of course able to use Shibboleth and do so
all the time.
Although hosting a server on wireless would be a little weird, I can't
think of a reason why it would fundamentally not work, other than
bandwidth and latency limitations. You'll just need to consider all
the existing issues about firewalls and accessible ports, and the
servers will need public addresses(although they can fluctuate if you
use DNS naming).
